Analysis of AIS data suggests this vessel operated within the ICCAT Convention Area whilst not registered on the ICCAT Record of Authorised Vessels on numerous occasions. This vessel was observed on AIS operating along the Brazil EEZ border and throughout the Caribbean from December 2018 to September 2019, whilst named MEGA NO. 2 and registered in Senegal. This vessel was also observed operating within the ICCAT Convention Area from January 2020 to November 2020 with the name MARCO No. 21, a name that did not feature on the ICCAT Record of Vessels at the time. This vessel used the same MMSI (312278000) as the cargo vessel HONG YANG 18. Data collected on Dakar ports website shows this vessel held fisheries products on board the vessel when it docked in Dakar in September 2020, further suggesting its involvement in unauthorised operations. This vessel transited with RICOS NO. 3 and 6 away from the ICCAT area in November 2020 and switched off AIS on 16 December 2020, later reappearing in Port Louis, Mauritius under the new name ISRAR 1. This vessel was included in the ICCAT IUU list on the 24 November 2021 under the name ISRAR 1, Oman flag and ownership of Oman based Almuran International LLC. ISRAR 1 was cross listed to IOTC, SIOFA and CCSBT IUU lists in early 2022. IOTC circular 2022-41 dated 20220714 shows the Oman Ministry of Agriculture withdrew all fishing license and registration of ISRAR 1, ISRAR 2 and ISRAR 3. AIS data showed ISRAR 1 transiting from Oman to Pakistan, arriving on 20220715. The vessel was eventually scrapped at the Gadani ship breaking yard in Pakistan on 20220718.
