This vessel was originally Japan flagged and owned. From 2002-2018 this vessel was named CASTRO NO. 668 and flagged to Philippines. This vessel was renamed to LISBOA and reflagged to Senegal in April 2018. Analysis indicated the vessel was involved in illegal transhipment of crew and shark fins to vessels whilst named LISBOA and flagged to Senegal in 2018/2019. Company structure and vessel operational analysis also suggests this vessel was a Taiwan FOC vessel but was not on the list of Taiwan FOC vessels.
The ICCAT reporting form for IUU activity states this vessel caught and landed at least 579 tons of albacore tuna, which was subsequently exported to the EU in 2020; this catch of 579 tons exceeds the total annual quota allocated to Senegal in ICCAT by 141.25%. Analysis of vessel tracks indicates that the vessel was not in fact fishing during this period but acting as a mini-reefer to other fishing vessels, some of which may not have carried ICCAT authorisation. LISBOA was ICCAT authorised as a catch vessel, not a carrier vessel, during this period. Hence, all or part of this albacore tuna potentially stems from illegal transhipments at sea in the ICCAT Convention area in 2020.
Information received from The Gambia suggests this vessel was in Dakar for at least part of the period November 2020 – March 2022. HSIN FEI TRADING AND INVESTMENT CO. LTD, this vessel’s owner/operator throughout 2020 and 2021, was blocked from operating fishing vessels in Senegal and its export agreement was suspended because of the issues with this vessel’s operations, was as well as those of the MAXIMUS.
Crew testimonies reported by Greenpeace in March 2020 stated that LISBOA transhipped shark fins from the Taiwan-flagged WEI CHING in the ICCAT convention area. Other crew testimonies reported this vessel received shark fins from four Chinese-flagged longline vessels included in the ICCAT list of authorized fishing vessels. Again, LISBOA was authorised as a fishing vessel not a carrier or transhipment vessel at the time of transhipments. Hence, these crew testimonies described a violation of ICCAT measures on transhipment and on sharks caught in association with fisheries managed by ICCAT. This vessel was renamed to KIKI and reflagged to the Gambia in early 2021.
This vessel was included in the ICCAT IUU list on 20220905 for engaging in fishing or fishing related activities contrary to any other ICCAT conservation and management measures.
