This vessel was added to the NPFC IUU vessel list in August 2017. Photographs taken by a Japanese patrol vessel at 41˚24.9'N, 140˚32.7'E on 16 June 2016 show this vessel operating within the Japanese EEZ without authorisation and displaying the port of Shidao. The NPFC IUU list includes MMSI 412321992, which has transmitted the identity of LU RONG YU SHUI 189 (IMO 9027104), a fish carrier with port of registry Shidao. Photo analysis indicates that the first 1 in '1189' may in fact be an illegible Chinese character, rather than a number, indicating that the vessel sighted was likely the LU RONG YU SHUI 189
