This vessel was initially named SINAR ABADI 69 and flagged to Indonesia but reflagged to Panam and renamed to HE LI 1 HAO in June 2018. Panama removed this vessel form the Panama registry in April 2021 and the vessel has held an unknown flag since. This vessel was observed through AIS, operating within Oman’s EEZ on November 20 - 21, December 5 and December 14, 2018. It is unclear if fishing activity or transshipment activity occurred in the Oman EEZ. Between October 2018 and May 2019, the vessel operated in the North Indian Ocean close to the Oman border. AIS tracks for this time period indicate potential fishing and transhipment activity. HE LI 1 HAO was not authorised by IOTC at the time. This vessel was IOTC IUU listed in May 2023 for “interruptions in the transmitting of VMS data during the indicated period, carried out operations within the Exclusive Economic Zone of Oman on November 20, 2018”. At the time of IOTC IUU listing, this vessel was named HE LI 1 HAO, held an unknown flag and was under ownership of Ginsil Holding Singapore Pte.
